He said that after the Foreign Policy Committee of the European Parliament adopted draft resolutions on the progress of partners from the Western Balkans in European reforms, which still needs to be adopted by the entire Parliament at the planned session. The draft resolution on Serbia is accompanied by two amendments stating that "any agreement on a possible change of the border between Serbia and Kosovo can be acceptable only if both sides agree on that and if such an agreement takes into account the overall stability of the region and is in line with the international right".

It is also stated that the dialogue was initiated by the EU mediation, "the basic framework for the Belgrade-Pristina agreement" and it supports "only an agreement that allows normalization of relations" between the two sides so that it does not disturb the border issues and does not threaten the stability of the region. McAllister underlined that the Western Balkan countries are geographically, historically and economically close partners of the EU, that they all have a European perspective and "the European house will not be complete without them."

- The possible date of entry into the EU membership depends exclusively on each of these countries on the adoption and implementation of all Union laws - he said.

McAllister said that the draft resolution states that Serbia "has made some progress in the fight against corruption and organized crime", while for Montenegro, among other things, it says that "it has made moderate progress in strengthening independence, transparency, insight, professionalism and the effectiveness of the judiciary. "

He said that all reports indicate that the countries of the region "must work more to comply with the values of the EU, especially with regard to human rights, combating corruption and reforming state administration and justice". In a draft resolution on the report submitted by the rapporteur, McAllister, the European Parliament welcomes Serbia's progress in the economy and public administration reform, its constructive attitude towards the migrant crisis, commitment to bilateral relations with other candidate countries and neighboring member states, and the continued engagement of Serbia in the normalization of relations with Kosovo.

The draft resolution on Serbia points to gaps in judicial reform and in the fight against corruption and organized crime, the weak democratic role of the parliament, it expresses concern about the situation in the field of freedom of speech and media and calls on Serbia to guarantee the principle implementation of legislation on minority protection. Serbia is also urged to gradually harmonize its foreign and security policy with EU policy, including policy towards Russia and to gradually harmonize its visa regime with the Union. The document estimates that reforms are needed in the area of rule of law, in particular, to "guarantee independence and effective justice" and urges Serbia to "strengthen accountability, impartiality, professionalism and overall efficiency of the judiciary and establish a system of free legal aid."
