McCain claimed that Russia is allegedly "stepping up efforts to expand its devastating influence on the region and to prevent the countries of Southeast Europe from choosing their own future."

- This month I traveled through seven countries of Southeast Europe and I stopped in Sarajevo. Recent provocations worsened tensions between Kosovo and Serbia, they jeopardized progress towards normalization of relations between the two countries. Perhaps most disturbing of all is that Russia is intensifying efforts to assert its malign influence in the region and prevent the people of Southeast Europe to choose their future. The most dramatic example of this is the support of the Russian coup in Montenegro in October last year - said McCain.
As he said then, in order to stop the entry of Montenegro into NATO, Russian intelligence officers were planning to overthrow the government and assassinate the prime minister of the country on election day. I believe that when you fully understand the scope of this outrageous attack on Montenegro, it will show that Putin will do whatever is necessary to achieve its ambition to restore the Russian empire.
- Given these challenges, it is not surprising that I heard a plea in every place where I have been to, for the re-affirmation of American leadership. The nations of the region are ready and willing to face their challenges. But they can't do it on their own. And their choice of partner is the US - he said and asked: "what can be done about this".
- First of all, the United States should be present. As one prime minister of a south-east European country said, the words of American leader carry the most weight in this part of the world - McCain explains and he said that it is the reason arrangements and visits to the region by high officials of the USA are so important.
- Second, the United States should support the nations of Southeast Europe in their integration into the Euro-Atlantic community through the institutions of NATO and the EU. It is a process of integration that offers the greatest hope for peace and prosperity in the region. This means that the United States should provide strong support for programs that help to strengthen the rule of law and fight against corruption, the important steps on the road to Euro-Atlantic integration - stated in the text.
- Finally, the United States must stand behind the right of every nation in southeastern Europe to choose their future without outside interference, whether that may be aggressive Russia which wants to redraw the boundaries of Europe, violence or terrorists who want to destroy our common civilization. Widening and deepening of security cooperation with our regional allies and partners is essential - said the former senator.
After two world wars, the United States committed themselves to a Europe which is now whole, free and peaceful.
- We did this because the generation of statesmen recognized that American leadership is essential for achieving peace and prosperity in Europe, which was and still is in the interest of national security. Over the past seven decades, we have made choices and sacrifices to support this commitment: across Europe during the Cold War, in Bosnia and Kosovo in the '90s, and today the nations of the east wing of NATO. We must be willing to again support this commitment in Southeast Europe since the lessons from history are clear: We are ignoring this region and the danger rises - said McCain.
Serbia will remember McCain's words of support for peace and stability and the way he talked about the bombing of our country when he called for a "massive, strategic, and sustainable air strike".
- The United States risks losing a war with the Serbian army and their obsolete equipment. We risk if we do not carry out massive, strategic and sustainable air strikes. No infrastructure target should be an exception - factories, water supply networks, schools, hospitals, shops, anything. Yes, we all regret the civilian casualties as well as our losses, but they are inevitable - McCain said during the NATO aggression at the then FR Yugoslavia.
