International waters and the Antarctic are the areas which are in the best interest of the entire humanity, according to the international rights, but also the Moon, the stars and everything that Cosmos is made of, that doesn't belong to a single state, organization or individual, but all the people on planet Eart, and that has been recognized by Cosmic rights.

Anja Nakarada Pecujlic, a cosmologist in Cologne, is dealing with this relatively unknown part of the law, and she explained to Tanjug that Serbia has the right to use Cosmic space and cosmic achievements, despite the poor cosmic activity.

- The first article of the Cosmic Treaty Convention says that space is being explored and used in the interests of all countries, regardless of the level of their development and technological achievements - Pecujlic states.

Although no Serbian satellite is circling through cosmic space, the citizens of Serbia has been using the satellites of other countries for decades for telephones, surfing the internet or sending emails.

- Every time you use a phone, you use a telecommunications satellite, when you are lost, look at the navigation on your phone, and it goes through the satellite, for this reason, we use cosmic technology in everyday life and pay other countries for these services, it is in Serbia's interest to establish a cosmic agency - she said.

Because of this, Pecujlic established a foundation with a group of citizens called "Serbian space advocacy" with the goal of creating a platform for establishing the first cosmic agency in Serbia.

As she pointed out, the idea is to assess the industrial capacity of the Serbian market in the fields of aerodynamics, robotics, software and other "internet things", and in cooperation with companies, faculties, and the state, to supports the development of the cosmic industry.

However, in order to establish such an agency in Serbia, she said, the state would have to send "verbal notes" to the United Nations and seek membership in the Committee for the Peaceful Uses of Space, thus formally committing itself it won't violate the laws of cosmic law.

As a Ph.D. of cosmic rights, Pecujlic said that she is often asked in Serbia if she studied science fiction, far away planets and aliens.

On the contrary, she explains that cosmic law as a branch of international law regulates the use of cosmic space, and it is thus defined that the state is responsible for respecting the rules and members of that law, regardless of whether an individual or organization has engaged in the launch of satellites that could lead to an accident, it is forbidden to use nuclear weapons, to remove nuclear waste, to take over the territory in the cosmos...

- There is explicitly no usurpation of the territory in cosmos like it was the case in America when someone tried to sell the piece of land on the moon, which is illegal since America has signed that no individual can claim that they possess the part of the land on the moon - Pecujlic pointed out.

- A Russian satellite collapsed on the territory of Canada once and it created a massive damage, it was solved in diplomatic way, because Russia paid for the cleaning of the nuclear material - she said.

She added that the second was a clash of two satellites - Russian inactive and American active - has not yet been resolved because Russia refused to pay compensation to Americans, claiming it as an inactive satellite for which they are no longer responsible.

Considering that Russia and America are the two main players in the cosmos, Pecujlic points out that this is one of the areas where they are closely cooperating in the International Space Station, and she believes that this case will not be brought before the court.

So far, Serbia has signed and ratified four out of the five international agreements on the use of space, but it is still not a member of any space organization, which does not exclude the possibility that Serbia has the right to cosmic achievements, the conclusion of our Ph.D. in cosmic law.
