Petar Petkovic: Did Jorn Rohde lobby with Kenya, and that's why he's so offended by Belgrade's reaction?

The director of the Office for Kosovo and Metohija, Petar Petkovic, spoke after Kenya recognized so-called Kosovo, and he also referred to Jorn Rohde's moves.
Here is his statement in full:
"The German representative in Pristina, Jorn Rohde, has for a long time been acting like an Albanian lobbyist or minister in the so-called government of Albin Kurti, and not a representative of an EU country that should at least have a balanced approach in the dialogue between Belgrade and Pristina, especially when it comes to respecting agreements.
How is it possible that Rohde never said that Kurti and Pristina are violating the Brussels Agreement by refusing to form the Community of Serb Municipalities for 12 years, while last night he baselessly attacks Belgrade for criticizing Kenya for recognizing illegal secession of Kosovo, which is contrary to international law and (UN Security Council) Resolution 1244. Does that right not exist for Rohde?
Did Rohde lobby with Kenya, so he found himself personally offended and affected by Belgrade's reaction?
It is more than clear that Rohde's silence about Kurti's escalating moves and the violation of the Brussels agreement reveals who supports Kurti trampling on dialogue and neglecting the obligations of Pristina and the agreements of which the EU is the guarantor.
How come nobody is wondering why this man persistently ignores the dialogue and all its achievements, and he comes from one of the most influential EU member countries," asked Petkovic.
