Vladimir and Miljana Kecmanovic, the parents of a minor who committed the mass shooting at the Vladislava Ribnikara Elementary School in Belgrade, have been sentenced to 14.5 and 3 years in prison.

While the boy's father remains behind bars, the mother will spend the time until the verdict becomes final at home. Since May 2023, when he shot and killed nine students and a school guard, the boy has been in a children's psychiatric institution and since October of last year he has not had any communication with his parents.

The boy, who committed the mass murder while he was still 13, could not be held criminally responsible or put on trial due to his age. His condition is monitored in the hospital, and during the criminal and civil court processes, his mental state and sanity at the time of the criminal act were examined several times.

Those who are still in the process of treatment remain in a psychiatric ward, so it cannot be said with certainty whether the minor perpetrator of the murders will remain in that institution for life, or will be released at some point. He can be kept in a psychiatric hospital as long as there are reasons for that.

The father, who is in custody, cannot contact him, while the mother, who is still not in prison, has been banned from approaching, communicating or meeting with her son last October.

The decision was made due to the fact that during the proceedings, the boy, in addition to being a witness, was also given the status of a victim, because his parents were accused and now convicted in the first instance of abusing and neglecting him.

The details of the perpetrator's mental state, as well as of the abuse and neglect, are not known to the general public because the trial was closed, but during the sentencing, the judge pointed out that Vladimir Kecmanovic would call his son a psychopath, and that he was under pressure from the mother to be the best in school.

The judge also pointed out that the shooter's emotional state, the development of ethical values, his complaints that he did not fit into society and asking to attend a different class, as well as the recommendation to take him to a child psychologist, were all neglected.

These are probably just some of the factors that had led to him "snappong" and at that moment the boy took advantage of his father's negligent storage of weapons, to use those weapons and kill ten people.
