"For the envoy of the German Government, Manuel Saracen, the so-called Ohrid agreement must be implemented as a new precondition for Serbia's integration into the European Union. For Saracen, the unsigned so-called Ohrid agreement is decisive, but the signed Brussels agreement (in the Belgrade-Pristina dialogue) is not.

Serbia is bound by the signature from Brussels, but by the unsigned so-called agreement from Ohrid - just as much as the European Union is bound by its word and signature on the Brussels agreement - so, not even a little.

It remains an enigma what binds Saracen and Siptars (derogatory term in Serbian for Kosovo Albanians), since common sense, signature or given word do not hold them back," said Vulin, until recently the head of the Serbian security and intelligence agency BIA, and who is the founder of the Movement of Socialist.

His statement came in reaction to Germany's special envoy for the Western Balkans Manuel Saracen saying that "implementation of the Ohrid Agreement is crucial."
