Prime Minister Brnabic spells out Serbia's red lines: She responds to EU declaration

Serbia's clear red lines are non-recognition of Kosovo and Metohija and non-acceptance of Kosovo and Metohija as a member of the United Nations, or as a member of the system of United Nations organizations and agencies.

In the document, the Republic of Serbia made it clear that Kosovo and Metohija remains an integral part of the Republic of Serbia in accordance with Resolution 1244 of the United Nations Security Council.

The full text of the letter:

"The Republic of Serbia, commuted (sic) to the European integration and negotiations process, generally aligns, with reservations, with the Declaration 'EU-Western Balkans Summit, Brussels, December 13, 2023' as a political statement and a legally non-binding document.

The 'Agreement on the Path to Normalization and its Annex on Implementation', as delineated in this Declaration, is deemed acceptable only in a context that does not pertain to the de facto and de jure recognition of recognition of Kosovo.

The Republic of Serbia emphasizes that this alignment does not extend to acknowledge Kosovo's membership in the UN, the UN system of organizations and agencies, nor the so-called territorial integrity of Kosovo.

The aforementioned document does not constitute a legally binding treaty under international law. Furthermore, the alignment with this Declaration does not prejudice or encroach on the fact that Kosovo and Metohija remains an integral part of the territory of the Republic of Serbia, under international administration, in accordance with the UN Security Council Resolution 1244 (from 1999)."
