These are 10 measures proposed by Vucic in the wake of Belgrade school massacre to prevent future tragedies

President of Serbia Aleksandar Vucic on Wednesday evening made an extraordinary address to the nation after the terrifying massacre in the Vladislav Ribnikar elementary school in Belgrade, when a minor, K.K., killed 8 fellow students and a janitor, and wounded 6 other children and a teacher.

During his address, Vucic proposed potential measures to prevent such tragedies from happening in the future, namely:

1. Introduce a moratorium on issuing, possessing, and carrying weapons over the next two years

2. Conduct an audit of all permits for the possession of weapons that have already been issued

3. Control the manner in which persons with a permit store weapons, in particular control whether the legal requirements for safe storage of weapons are met, whether they are kept separately from ammunition and whether access to minors and unauthorized persons is prevented

4. Control the operation of all shooting ranges - enact regulations on the conditions, manner of use and potential ban on minors and unauthorized persons

5. Prescribing the criminal law on the responsibility of persons who enable minors and unauthorized persons to get possession of weapons

6. Vucic stated as his proposal the lowering of the threshold for criminal responsibility from 14 to 12 years of age

7. Tightening of sanctions for non-compliance with the prescribed obligations of media service providers regarding the prohibition of programs showing violence

8. Mandatory six-month drug tests in secondary schools

9. Establishing special services and teams to deal with peer violence

10. Prohibition of access to the darknet and similar sites that contain tips on carring out killings and acquisition of weapons and narcotics

"Due to the fact that these days maturity occurs earlier, as well as greater physical strength, and it is possible for children to commit criminal acts, so my proposal is to lower the limit for criminal responsibility from 14 to 12 years of age," Vucic said, adding that there is a possibility that K.K. knew that he could not be held criminally and legally responsible (since he has not yet turned 14).

Vucic added that even if 5 out of the 10 measures are adopted, something will change.

The suspect for the massacre planned the crime in detail, reports said earlier in the day. According to the head of the Belgrade police, Veselin Milic, K.K. planned to commit the killings over a period of a month, and the police found a list of students that he meant to murder, and a schematic of the school's floor plan on his desk at home.
