Pasalic to initiate special measures for convicted rapists: Mandatory reporting to police is only one of them
The citizens' ombudsman, Zoran Pasalic, announced today that he will initiate changes to the current legal regulations, which would define special measures for those convicted of the crimes against sexual freedom after their release from correctional institutions, in order to prevent them from committing these crimes again.
"I believe that the existing regulations should be amended in order to apply special measures to the perpetrators of crimes against sexual freedom even in cases where the victims are adults, such as mandatory reporting to the police and the Administration for the Execution of Criminal Sanctions, mandatory reporting of changes of residence, place of residence or work, mandatory visits to professional counseling centers or institutions, as well as mandatory declaration of intent to travel abroad," stated Pasalic.
Special measures would be applied to former convicts who served their sentences for the crimes against sexual freedom committed against adult persons, Pasalic said. His comments come after media reports that attracted a lot of public attention about a serial rapist who was recently released without any monitoring measures in place.
"Amendments to the existing regulations are necessary, because the Law on Special Measures for the Prevention of Criminal Offenses against Sexual Freedom of Minors, known as the so-called Marija's Law, adopted in 2013, applies only in cases where the victims are minors," said the ombudsman.
