In a short period of time, two residents of Subotica sent an identical question to the editorial office of Subotica.com - who is in charge of maintaining the shelters in the city and are they usable? The media outlet then sent these questions to the public company Shelters (PE Sklonista) and received the answer that this company manages 20 shelters in the territory of Subotica.

"Our company was established by the Government of Serbia in order to perform the activities of organization, construction, maintenance and technical control of public and block shelters in the territory of our country. All information about shelters, which are under the jurisdiction of our company, are submitted to the Ministry of the Interior of the Republic of Serbia, the Sector for Emergency Situations, which is also responsible for inspecting the shelters. Their role is also in organizing the development of plans for getting population into shelters, which are made by local governments. They are in charge of acting according to those plans, organizing shelters and organizing staff in charge of carrying out the tasks of sheltering the population," Nebojsa Stojanovic, director of the public company, stated in a written response.

The company explains that, based on legal provisions, it is possible to rent public and block shelters in peacetime, and that in that case those renting them are under obligation to maintain these spaces at their own expense.

"The public company is authorized to perform technical control and regular control of the use and maintenance of rented shelters, installations, devices and equipment in it. Such shelters are used for various purposes, most often as warehouses, video playrooms, coffee clubs, music studios, for storing humanitarian goods and more."

Shelters used for peacetime purposes can be emptied in the event of an emergency situation, while this must happen in the event of a state of emergency or war.

"In this case, the headquarters for emergency situations determines the deadline by which the shelters must be emptied and made available, and that deadline must not be longer than 24 hours. Therefore, all shelters we manage will be in the function of an emergency situation, i.e. a state of emergency or war if the competent bodies assess and request that from the public company," concluded Stojanovic.
