Presevo to Kosovo, four northern municipalities to Serbia: Proposal of six experts for the exchange of territory
Six Serbian experts prepared a proposal for a demarcation agreement, according to which the municipality of Presevo would belong to Kosovo, and four northern municipalities would go to Serbia, Leposavic, Zvecan, Zubin Potok and northern Mitrovica, writes Pristina Zeri today, referring to a document which they had the opportunity to see, as they stated.
This proposal is part of a comprehensive document entitled "Economic, demographic and social effects and various scenarios for the normalization of Belgrade-Pristina relations", compiled by six Serbian experts, in April this year, with the support of Belgrade's Fond for Open Society, according to the Pristina paper.
In addition to the published facsimile of the document, Zeri writes that this proposal elaborates in detail all the economic, demographic and social effects of the normalization of relations between Belgrade and Pristina.
The document contains 90 pages, and the authors, according to the list, are Miladin Kovacevic, Dusan Gavrilovic, Dragan Popovic, Milena B. Stevovic, Ljiljana Sekulic and Katarina Stancic.
The document looks at the possibility of normalizing the relations between Belgrade and Pristina with the scenario exchanging of the territory, the scenario without territorial exchange, then the scenario of the full implementation of the 2013 Brussels Agreement, as well as the scenario with "status quo".
Zeri writes that the demarcation proposal implies that Pristina will take over the Presevo municipality and that four municipalities of the north of Kosovo will be united with central Serbia.
It is stated that, in that case, Serbia would have "the advantage" of 2.7 billion euros.
- Serbia and Kosovo can reach an agreement on the exchange of territories, Kosovo would take over the municipality of Presevo without Bujanovac and Medvedja, while the four northern municipalities (Leposavic, Zvecan, Zubin Potok and northern Mitrovica) would be associated with the neighboring country - Zeri stated.
It is also alleged that the authors of this document found that only 7.1percentt of Albanians live in the municipality of Medvedja and that therefore the option of joining Kosovo is not viable.
At the same time, it is estimated that 54% of the Albanian population lives in Bujanovac so that the exchange of this territory could be a "political and security threat in the long run".
