However, in 1929, on temperatures below -36 degrees, people from Belgrade were swimming in frozen Danube. And posed for pictures with smile on their faces.

Blizzards were significantly larger back then and streets impassable.
Precisely because of that, people were much more self-organized, and instead of mechanization, they cleaned the snow themselves.
