Once the army of the Republic of Srpska liberated Srebrenica, the next in line was Zepa. After several days of fighting, on July 24, 1995, the Muslims were forced to surrender, and the safe evacuation of civilians was guaranteed by Ratko Mladic.

Mladic asked for the release of a captured Serbian soldier named Mrdja, as a condition to fulfill the negotiations and insisted that the wounded be evacuated first followed by women and children, and then all others.

General Mladic also asked that all arrangements be precisely arranged in order to avoid incidents and victims.
