At the same time, at least 600 thousand workers in the private sector receive salaries with a delay of at least a month, according to a survey of the Association of Free and Independent Unions of Serbia.

The delay of salaries in private companies in Serbia has become a commonplace, confirmed by the fact that only 170 thousand employees in the private sector are getting paid on time, while others are late by an average of between three to 30 months.
A particular problem, however, is that nearly no employer has been held responsible for this kind of non-compliance with the contract.
Experts say that workers rarely decide to turn to competent inspections for fear of dismissal.
President of the Association of Free and Independent Trade Unions Ranka Savic, says that much delay in payments reflects the actual state of affairs in our economy.
Workforce in Serbia far cheaper than in Europe
- Regularity of payment of wages in the public sector is much higher than in the private sector. Work inspection has no precise data, because they respond on the basis of the trade union or employee, or on the basis of control. The worst situation is in the textile and manufacturing industry, then in the metal, and then in trade and in the media - says Savic.
She argues that the most common reason for non-payment of wages is the non-lividity of the company, i.e., a blocked account.
- The blockade of a company is the reason why about 90 percent of workers do not get paid. However, in the remaining 10 percent of cases the employers are unscrupulous and their accounts are not blocked. In order to obtain higher profits, the bosses do not pay out wages for months - said Savic.
Tabakovic: Too early to discuss increasing salaries, pensions
Savic emphasizes that there is no case where an employer has been held responsible for delays in payments.
- By law, employers can be held accountable, but only with a misdemeanor, but that has yet to happen. On the other hand, workers are afraid to report their inspection for fear of losing their jobs, so everything comes full circle - says Savic.
