* In December 1994, Russia prevented the adoption of a resolution which, due to the difficult humanitarian situation in the Bihac area, asked for stricter border controls with the FRY Croatia and BiH.
* In February 1999, China objected to the adoption of a resolution extending the mandate of the UN forces in Macedonia for another six months, due to a prior decision of Skopje to recognize Taiwan as an independent state.
* In the U.S. on June 30, 2002, the day before the establishment of the International Criminal Court, the draft resolution extending the mandate of the UN mission in BiH was voted against, so troops in peacekeeping forces did not risk trial before a court that they did not recognize.
In the UN Security Council, resolutions which in March 1999 sought an immediate end to the bombing of the FRY were not passed, when the draft text which condemns the use of force without the authorization of the Security Council supported; Only Russia, China and Namibia, while the remaining 12 members of the Security Council voted "against".
The UN Security Council has 15 members, representatives of ten countries are elected for a certain period, and five "permanent chairs members," with the right of veto to prevent the adoption of a resolution, have US, UK, France, Russia and China.
The right of veto has been introduced in order to prevent the outvoting decisions that could cause disruptions on a global level. This right does
not apply to procedural questions, which means that no one can prevent the proposed resolution discussed.
If they find that an open conflict with the rest of the world does not pay out, and they do not want to give up this attitude, a permanent member of the UN Security Council may decide to be abstained from voting which "saves face", but does not prevent the adoption of the resolution.
