The officer, who served his motherland and was honored six times and upgraded twice, Admiral Slobodan Rajcevic will have to move out of his "official" apartment in Belgrade's street of Brace Jerkovic 117, where he pay 100 euros every month.
The decision of the Appellate Court, which reversed the judgment of the First Municipal Court, and was in favor of the admiral, who retired in 2005 and became the executive, means the only thing that Slobodan can still hope for - a revision of the proceedings before the Court of Appeal, writes "Vecernje Novosti"
The police came to Slobodan's house last Friday to take his service pistol and hunting rifle, so that he would not accidentally make any trouble for the bailiffs. He promised that he would bring the weapon in to the police station on Saturday.
The Rajcevic family is originally from Smokovic near Zadar, and were forced to flee when "Operation Storm" was underway. Slobodan served as a frigate captain in 1991 in Sibenik. He was commander of the Border brigade. Thanks to the protections of his ships, the YNA conducted evacuation of people and equipment from ports in Slovenia and Croatia. He participated in military operations throughout the waters of 1991 and was wounded in the arm.

After crossing the fleet in Montenegro, he was the first commander of the Border Brigade at sea, on land and river with headquarters in Ulcinj. In Bar in 1993, he received an apartment of 49 square meters, and then in Tivat he became the commander of the flotilla, and the Chief of Staff and Chief of Fleet Operations Command in the Navy.
In September 1999 he came to serve in the VJ General Staff in Belgrade. At a time when the Chief of Staff was Nebojsa Pavkovic, the admiral Rajcevic was appointed as his assistant for the Navy. He was practically the third man of the army.

Three years later he was awarded with an "official" apartment in Belgrade of 59 square meters. The ruling stated that this dwelling would resolve "the issue of foster care" of Admiral Rajcevic. In 2005, this was followed by the retirement "of staff who smell of gunpowder."
- They sent me into retirement at 53 years of age, "at the necessity of the service" - tells Rajcevic. - Some years later, they changed the Ordinance on the disposal of military personnel and I lost the right to housing. I found myself in court in 2007, proving that my apartment was obtained from the Solidarity Fund of active military personnel in 1995 and, as such, could not be renamed as "official". Unfortunately, I could not get information on the apartment from colleagues of the Military Construction directorate, instead, I had to write to the office of Radoljub Sabic and based on the Law on Access to Information get this paper. Thanks to him I won the case before the First Municipal Court. The Ministry defense appealed and the Court of Appeal reversed this decision. The establishment of the Court of Appeal was based on the fact that I had an apartment in Bar of 49 square meters.
Since then, Slobodan Rajcevic suffers from diabetes and is an insulin addict. He lost his sight in one eye. He also suffers from neuropathy. In the apartment with him lives his wife who has been operated from cancer twice, and his brother whose leg has been amputated as a result of diabetes.
- I offered the apartment in Bar to the Ministry of Defense, even though my daughter lives there - the admiral continues his confession.- They justified that they could not take it because it is on the Montenegrin territory, yet fifteen days ago, they recommended I sell it, and use the same money to buy property in Serbia and offer it to the Ministry of Defense in exchange for finally solving my housing problem. How can I possibly sell it in 15 days, an apartment isn't a bike?!
While talking with Admiral Rajcevic, he called a few of his colleagues to at least help him move the little things to Kljajicevo, where he has distant relatives. He's also asking for the price of bus fare to Bar.
- Lawyers from the Ministry of Defense advised me to leave Serbia and go to Bar - continues Rajcevic. - I explained that I do not have Montenegrin citizenship, that I do not have healthcare there, I showed them medical diagnosis, of me and my wife from the Military Medical Academy. They were not touched by anything. It was explained to me that I can pay medical examinations there, and to give them the receipts and they will supposedly give me money for treatment. I can't even believe what's happening to me!
According to the legislation on housing, a four-room apartment belongs to Admiral Rajcevic. When he arrived in Belgrade in 1999, he did not get it, but rather "official" accommodation.
Admiral Rajcevic was warned not to go to Croatia because he is on their wanted list. In the meantime, the republic mistakenly arrested a man with the same name and last name, immediately after he came to visit his hometown in Smokovic from Australia. Croats kept him in prison until they figured out the mistake.
Rajcevic applied for a loan from the Ministry of Defense in 2002, in order to obtain a suitable apartment. He was the first on the list. Unfortunately, the idea of a loan as a way to solve the housing problem of military personnel is no longer in force. None of the military personnel got a loan because there was no money, but they all returned to the common waiting list. The admiral no longer knows "on which spot he is waiting..."
- When the Ministry of Defense sued me, they explained to me that my housing case leads to two different tracks. One track is the apartment from which they want to evacuate me from because the "official one" does not belong to me, and the second track is the apartment that they should award me, for which there is no money. It sounds like a joke, but it is not - Admiral Rajcevic finished the story for "Novosti."
