Montenegrin court refuses to detain Slobodan Kascelan and his crew

A judge of the Podgorica Higher Court rejected the proposal of Montenegro's Special State Prosecutor's Office to detain Slobodan Kascelan and other arrested alleged members of the Kavac criminal clan, Vijesti has learned unofficially.

The decision was made by the investigating judge of the Higher Court in Podgorica, Miroslav Basovic.

Radoje Zvicer, who is wanted by the police, and Slobodan Kascelan, who was arrested on Tuesday night, have been identified as the leaders of the Kavac clan.

Kascelan (58), his bodyguard Vladimir Vuckovic (46) from Herceg Novi, Milos Radonjic (35), Krsto Maros (43) and Zoran Kazic (46) from Kotor were arrested three days ago in an operation carried out by the Sector for the Fight against Crime and the Special State Prosecutor's Office. Darko Prelevic (31) from Podgorica, a resident of the town of Pljevlja, was also arrested.

They are suspected of murdering a resident of Podgorica and another attempted murder - as part of a criminal group allegedly formed by Slobodan Kascelan, Radoje Zvicer (39), Radoje Zivkovic aka Zuti (35) and Milan Vujotic (39).

For creating a criminal organization, aiding in murder, and attempted murder, the police filed criminal complaints against the alleged members of that clan who are on the run - Zvicer, Zivkovic, Vujotic, Srdja Jurisevic (39) who is also Kascelan's bodyguard, Dragan Knezevic (40 ) and Milan Knezevic (39), Podgorica resident Aleksandar Dragicevic (35) and Zdravko Perunovic (45) from Niksic, who is already serving time in the Spuz prison near Podgorica.

Assistant Director of the Police Administration and Head of the Sector for the Fight against Crime (SBPK), Dejan Knezevic, said at a press conference yesterday that national arrest warrants had been issued for those on the run and announced that international arrest warrants would be issued soon.
