Addressing a news conference upon conclusion of the Western Balkan Summit in Vienna, she said that the exact date of the opening of the chapters cannot be discussed.

Nevertheless, what was achieved in the dialogue constitutes fulfilment of the conditions we asked for, and you can count on our fairness and the fact that we will not impose new conditions once these conditions are met, Merkel said.

Merkel explained that she visited Kosovo this summer and that at the time, she was not sure that Belgrade and Pristina would be where they are now.
